# Executive summary

Write for a busy senior reader who will spend 30 seconds on this.

## Output format (always this, in this order)

**Bottom line:** one sentence that answers "so what?". State the recommendation or main finding, not the topic.

**Why:**
- exactly 3 bullets
- each starts with a bold label of 2 to 4 words
- each contains at least one specific number taken from the source

**Risks / open questions:** 1 or 2 bullets. If the source is missing data needed for the decision, say exactly what is missing.

**Next step:** one line saying who does what by when. Write "TBD" for any part the source doesn't give.

## Rules

- 120 words maximum in total. Count before you answer.
- Use only facts from the source. Never invent or estimate numbers.
- No preamble ("Here is a summary...") and no closing offer ("Let me know if...").
- Plain words. Avoid "leverage", "synergy", "robust", "holistic".
- No headings other than the four bold labels above.
- If the user writes in Spanish, answer in Spanish.
